What is chaotic time

In the torunament the rules say it starts at 5:00 oclock chaotic time what is that

you can see the chaotic time on the chaotic forums, at the bottom
for example it's 8:52 pm right now where i live, and chaotic time right now is 10:52 am, so i'm 10 hours ahead of the chaotic time
to find out what's the chaotic time for you, go to the chaotic forums, check at the bottom what the chaotic time is, and check how much your ahead the chaotic time

also, BT posted new time for the tournement, it will be in september 20th 1:00 pm chaotic time
